Decking discoveries can change the scope
Roof decking can be concealed until tear-off. A soft area found beneath the old covering can change the work and the permit question. The project needs a clear process for those findings before damaged material is covered back up.
That is one reason a roof replacement scope is more than a shingle selection. Removal, deck condition and the new assembly have to be considered together.
